What each is genuinely better at
Self-Direction is better when
- The person's good life does not fit programme hours
- You want specific people, not whoever is rostered
- Community participation is the goal, not attendance
- Someone in the family has the bandwidth to run it
- Local agency options are poor or full
Agency supports are better when
- Nobody in the family has capacity to manage staff
- Needs are complex enough that trained, supervised staff matter more than choice
- Reliable cover is more important than flexibility
- The family is in crisis and needs something working now
- Recruitment in your area is genuinely impossible
It is not either/or
Plenty of families do both — a day programme through an agency, self-directed staff for evenings and weekends. You can also take budget authority without employer authority, keeping control of how money is allocated while agency staff still deliver the support. Ask your Care Manager to lay out the combinations rather than presenting it as a binary.
The cost nobody quantifies
Self-Direction's real price is family labour. Recruiting, interviewing, chasing clearance, covering gaps, supervising, approving timesheets, sitting in circle meetings, reading statements, preparing for renewal. Even with a Fiscal Intermediary handling payroll and a broker handling the budget, the administrative load is more involved than a traditional agency arrangement.
That labour usually falls on one person, and it is usually the same person doing everything else. It is worth naming out loud before you choose, because families who go in expecting only the freedom are the ones who burn out in year two.
Five questions to answer before choosing
Who, by name, will run this?
Not "we will." A specific person with specific hours. If nobody can be named, that is the answer.
What happens when they are ill or away?
Both for the family manager and for the staff. A plan with no redundancy will fail on an ordinary Tuesday.
Can you actually recruit where you live?
Ask other local families what they are paying and how long it took. A beautiful budget with nobody to hire is not support.
Is the person themselves better served by choice or by consistency?
For some people, familiar staff and a predictable routine matter more than variety. That is a real answer, not a lack of ambition.
What would make you change your mind in a year?
Decide now what "this is not working" looks like. It is much harder to judge from inside it.
You can change your mind
Neither choice is permanent. Families move from agency supports into Self-Direction as circumstances settle, and back out when they do not. Choosing the one that fits this year is not a failure of ambition.
Questions families actually ask
Can I try Self-Direction and go back?
Yes. Families move between models. Talk to your Care Manager about what a transition involves and how long it takes, so you are not left without support during the change.
Is Self-Direction cheaper?
It is not designed to be cheaper — the Personal Resource Account is set from your assessment either way. What changes is who decides how the money is used. It can feel like it goes further because it buys what you actually need.
Can I have budget authority without hiring staff myself?
Yes. Budget authority and employer authority are separate. You can control how the money is allocated while agency staff deliver the support.
What if my area has no agencies and no available staff?
That is a real and common constraint upstate and in rural counties. Raise it explicitly with your Care Manager and your Self-Direction Liaison — not as a complaint, but as a planning constraint that should shape the budget.
